SQL Server Client Network Utility
To setup SQL Server aliases, you need the SQL Server Client Network Utility. Windows (Vista, 7, 2003, 2008) by default comes with this Utility so there is no need to install anything from the SQL Server Installation media.
The SQL Server Client Network Utility for managing protocols, aliases and network libraries can be launched by either enter cliconfg in the Start menu search box (Vista and Windows 7), or launching it directly from system32: C:\Window\System32\cliconfg.exe
